It more depends on the appraise of the leek,it,s location and how much you are willing to spend, if it is leaking at a rivet, you can have the rivet replaced at a big truck restore shop, if it is a seam you can have it welded at a welding shop, if it is a small leak and you don't want to seat a whole lot of Money I would sand the area with a 180 grit sandpaper as good as possible and apply JB Combine and let it cure for 24 Hour,s before getting it wet, if the leak is in the transom area I would use a urethane sealant, JB Weld is very positive stuff but it wont stand up to the pressure,s of the outboard.

It has mountainous 1/4 x1 1/2 rivets in it now and i can't find them anywhere. I was wondering what to use instead and if i used regular bolts what compassionate of sealant to use. Thanks.
Aluminium and stainless, not a satisfactory match.
If you want this to be a long term fix and stainless is the only fastening you can get, I would suggest you have a nylon insert and washer where the stainless bolts would alter contact with the aluminium.
Yes, 5200 is a ideal sealant and if you use "5200 rapid cure" it will go off over eventide.
